Assembly Bill (AB) 2161, a bill that aims to prevent unnecessary pedestrian injuries resulting from storefront crashes, was signed into law this past July.

Assemblymember Bill Quirk (D-Hayward) authored the bill, which becomes effective on January 1, 2017.
“Laws such as those championed by Assemblyman Quirk and signed by Governor Brown are exactly what is needed in order to encourage property owners to make their locations safer by protecting pedestrians, patrons, and store employees from unwanted intrusions,” said Rob Reiter, co-founder of the Storefront Safety Council. Reiter testified in favor of the California measure and is a national advocate for storefront safety.
According to data compiled by the Storefront Safety Council, there are up to sixty vehicle-into-building crashes in the United States every day. Additionally, evidence suggests that more than 4,000 pedestrians, store patrons, and store employees are seriously injured every year nationwide, with as many as 500 killed.
An emerging legal trend suggests that there are increased financial responsibilities for property owners who do not take necessary precautions to prevent a vehicle intrusion should an accident occur. Local initiatives to mandate safety barriers in parking lots, storefronts, and other areas where pedestrians frequent, have been passed in several states in the past year.
